The Town Assessor, in consultation with eQuality Valuation Services, LLC, has completed the state mandated revaluation of all real property in the Town of Newington for the October 1, 2020 Grand List.
Notices of new assessments have been mailed out to all property owners who should begin to find them in their mailboxes beginning on Monday December 14, 2020. The notices are being mailed out by eQuality Valuation Services, LLC, the revaluation company who is solely responsible for scheduling all appeal meetings and discussions regarding the new assessments.
These notices contain the existing assessment of your property that was based on the last revaluation that was done as of October 1, 2015, and your new proposed assessment that is based on the recently completed revaluation as of October 1, 2020.
Assessments are based on 70% of the market value and are required to be updated by state law every five years. The notice does not reflect exemptions and credits for which you may qualify, such as elderly, veterans, disability or blind. These exemptions will be applied by the Assessor's Office and will be reflected on your July 2021 tax bill. The new assessment may be multiplied by the mill rate to be announced in the spring of 2021 to calculate your July 2021 tax bill.
Do not use the current mill rate as it will result in an inaccurate calculation.

Due to the Covid-19 pandemic, property owners who would like to have their new assessment reviewed with a representative of eQuality Valuation Services, may either book an appointment for a phone hearing, or fill out a hearing form for an online review by the company.
There will be no in-person hearings. Hearings are by appointment only and can be made online or by phone at (888)-550-2127. Please book your appointment within 5 days of receipt of this letter. Supportive documentation may be uploaded via the online form or you may mail it to the Assessor's office within 7 days of your scheduled hearing.
Hearing result notices will be mailed in January 2021. If you wish to further challenge your October 1, 2020 real estate assessment, you may file an appeal with the Board of Assessment Appeals by submitting a written request on the prescribed form by February 19, 2021. These forms will be available at the end of January 2021 from the Assessor's Office.
By state statute, an appeal can be heard only if the written request has been submitted on the prescribed form to the Board of Assessment Appeals. The forms must be received in the Assessor's Office no later than February 19, 2021.
