| Charter Revision Commission Charge to the Commission WHEREAS, at its meeting on December 11, 2007, the Newington Town Council (the “Council”) voted to establish a Charter Revision Commission (the “Commission”) pursuant to Chapter 99 of the Connecticut General Statutes, §7-188 et seq. (the “Act”); NOW THEREFORE BE IT RESOLVED, that the Council hereby directs and charges the Commission to consider changes to the method prescribed in the Town Charter for the approval of the Town and Board of Education budgets, including consideration of a mandatory referendum under certain circumstances; and
BE IT FURTHER RESOLVED, that the Council hereby directs and charges the Commission to examine dollar limitations imposed by the Town Charter and to consider methods of adjusting those limits, including indexation to a generally accepted price index; and BE IT FURTHER RESOLVED, that the Council hereby directs and charges the Commission to consider ways to make the level and delivery of Town services more efficient and cost effective, including eliminating or consolidating Town agencies, boards and commissions; and BE IT FURTHER RESOLVED, that the Newington Town Council hereby requests the Charter Revision Commission, in addition to the required public hearings, to extend invitations to current and former Town Council members, members of other boards and commission, and the Town Manager, to appear before the Commission and express their views on possible changes to Newington’s Town Charter; and BE IT FURTHER RESOLVED, that the Council directs the Commission to consider changes to Section 303 regarding the appointment of a Director of Health; Section 605 regarding the appointment of the Superintendent of Parks and Recreation; Section 609 regarding the appointment of the Town Treasurer; Section 611 regarding the appointment of the Town Planner; and Section 708 regarding the residency requirement for the Revenue Collector.
