Public Computers Procedures - Policy

 
Library computers The Lucy Robbins Welles Library offers 32 IBM compatible computers for public use. In addition to offering Internet access and our library catalog, the library subscribes to a variety of online databases. The four software programs of the Microsoft Office 2003 Suite: Word, Excel, Access and Powerpoint are also available on many of these computers.

Adults
Just after the New Books section of the library you will find 7 computers available to search our library catalog and one Express Internet computer. Four of the 7 computers also offer access to numerous online databases. Just behind the Reference desk you will find 7 internet stations. These stations have internet, Microsoft Office and online databases.

Teens
There are four computers in the Teen area of the library. These computers offer access to the internet, online databases and Microsoft Office 2003.

Children
The two computers in the children's room that are dedicated to searching our catalog are across from the Children's Reference desk. There are two computers with non-violent and educational online games and two AWE Early Literacy stations in the Children's room. These are currently in the alcove near the children's play area. There are 4 computers along the wall behind the Children's Reference desk. They have internet access, links to online databases and  Microsoft Office on them. 
 

Public Computer Use Procedure

 
A valid library card in good standing from any Connecticut public library is required in order to use the internet or word processing computers. There is no advance sign up for the internet computers. They are available on a first come first serve basis. Everyone is limited to 1 hour a day on the internet stations.

There may be a maximum of two people at a workstation at a time, but if this becomes disruptive, staff may limit use to one per workstation.

Users may print out information using a centralized printer. B&W prints cost $0.15 and color prints cost $.50.

Users must have basic computer skills, including the ability to use Windows and a mouse. When finished using the Internet, please end your session and close out.

There are eleven computers in the Adult & Young Adult areas that may be used by patrons of all ages.

The computers in the children's department are for the use of children in Grades 8 and under. During the school year, parents whose children are attending a preschool program may use the Children’s internets. At any other time, children’s internet use by teens or adults is at the discretion of library staff.
 

Public Network Access Acceptable Use Policy

 
In fulfilling its mission to provide information, education, and cultural enrichment for the Newington community through a commitment to excellence in library services, the Lucy Robbins Welles Library provides its patrons with the latest information technology.

Therefore, Internet access is available in the Adult, Teens and Children’s departments. The Internet is a global and unregulated information network. As such, it allows patrons to access information and images beyond the scope of the Lucy Robbins Welles Library’s collection, selection criteria, and collection development policies. The Library cannot control the information accessible through the Internet and does not accept responsibility for its content.

The Lucy Robbins Welles Library, hereinafter, Library, offers Internet access via dedicated computers in the Adult, Teen and Children’s departments as well as wireless access to the library’s Internet service for properly equipped laptops and handheld devices. The network is maintained by the Town of Newington, hereinafter, Town. Access to this managed network is provided as a service for casual Internet browsing and research. Network performance and operational integrity are monitored to ensure the shared resources are not impacted in a negative manner by bandwidth consuming applications or abusive behavior.

Under no circumstances is a user of our public network authorized to engage in any activity that is illegal under local, state, federal or international law. Resources are not to be used for commercial gain. If inappropriate activity is detected on the network the Library and /or Town reserves the right to enforce corrective actions to protect the integrity of network. Suspected unlawful or improper use of this network may be reported to law enforcement agencies.

When you access the Public Network in the library you are accepting the library’s “Public Network Access Acceptable Use Policy.” It is the responsibility of anyone accessing this network to read these policies since use of the network constitutes acceptance and compliance to these terms.

As with other library materials, a child’s use of the Internet is solely the responsibility of the child’s parent or guardian. Parents are encouraged to provide guidance and explore the Internet with their children. For recommended sites for children, see the Children’s section of the library’s homepage.

The library’s Internet workstations are in public areas and are shared by patrons of all ages. Therefore, all patrons are asked to refrain from accessing potentially offensive information or images. Internet privileges will be suspended if the use of and behavior at the Internet workstations is not in keeping with this policy.

Patrons are required to have a valid library card before being able to log on the Internet. Proper identification is required in the Children’s Department. Use is limited to one hour per person per day for the library’s dedicated Internet computers. Please be advised that computer sign-up sheets are a matter of public record.
