Wireless Internet Access Policy
The Lucy Robbins Welles Library now offers wireless “WiFi” access to the library’s Internet service for properly equipped laptops and handheld devices. When you use the Internet in the library you are accepting the library’s Internet Acceptable Use Policy as well as the Town of Newington’s Information Systems and Technology Department’s ”Acceptable Use Policy (Public Networks)”. Please take the time to read these policies since use of the network constitutes acceptance and compliance to these terms.
The Lucy Robbins Welles Library, hereinafter, Library, offers wireless access (WiFi) to the library’s Internet service for properly equipped laptops and handheld devices. The network is maintained by the Town of Newington, hereinafter, Town. Access to this managed network is provided as a service for casual Internet browsing and research. Network performance and operational integrity are monitored to ensure the shared resources are not impacted in a negative manner by bandwidth consuming applications or abusive behavior.
If inappropriate activity is detected on the network the Library and /or Town reserves the right to enforce corrective actions to protect the integrity of network. Under no circumstances is a user of our public network authorized to engage in any activity that is illegal under local, state, federal or international law. Resources are not to be used for commercial gain. Suspected unlawful or improper use of this network may be reported to law enforcement agencies.
When you access the Public Network in the library you are accepting the library’s “Public Network Access Acceptable Use Policy.” It is the responsibility of anyone accessing this network to read these policies since use of the network constitutes acceptance and compliance to these terms.
Security
The Internet is a public communications network, which means that there can be un-trusted parties between you and anybody you communicate with. WiFi unplugs the Internet and makes personal security risks more visible. WiFi poses the same risks to your personal information that a wired network poses, as well as some new risks. WiFi users need to educate themselves about these risks, and take steps to secure their personal information. The Town of Newington and Lucy Robbins Welles Library recommend that you do not transmit credit card information, sensitive biographical information (social security number, date of birth, etc.) and passwords while using any WiFi “hotspot,” including the Library's. The Town of Newington and Lucy Robbins Welles Library cannot assure the safety of your data when you use either our wired patron computers or the available wireless network.
Your Responsibility
- You are responsible for setting up your own equipment.
- The Lucy Robbins Welles Library cannot be responsible for any changes you make to your computer(s) or handheld device(s) settings.
- If you need additional assistance, you may need to contact the manufacturers of your hardware or software.
- Printers are not part of the Wireless Network. If you need to print, please save the work to disk, then login to one of the public workstations to send print jobs to one of the “Pay for Print” printers.
Staff Assistance
- Lucy Robbins Welles Library staff cannot provide technical assistance for patrons who use their own devices.
- You will find some helpful tips in a specially prepared packet of instructions. They are available at the Adult and Children’s Information Desks. They can also be accessed from the library’s website (www.newingtonct.gov/library).

Wireless Settings
Connectivity Settings
NOTE: The following instructions are general guidelines and require that you understand how to configure and restore the settings of your own computer. It is best to try to use the Internet before attempting any of the changes suggested on this page.
Wireless Card Settings:
Use the software that came with your wireless card or computer to configure the settings and to verify a connection to the library’s wireless network.
- SSID (network name) = "LRWL Guests" (without quotes)
Windows 98
Network Settings:
- From Control Panel, select Network.
- Locate the TCP/IP protocol and get into its Properties. If more than one TCP/IP protocol is listed, look for the one associated with your wireless adapter.
- For IP Address, select "Obtain an IP address automatically."
- For DNS, select “Disable DNS.”
- For WINS, select “Use DHCP for WINS Resolution.”
Windows 2000 & XP
Network Settings:
- From Control Panel, select "Network and Dial-up Connections" or "Network and Internet Connections > Internet Connections."
- Right-click on “Wireless Network Connection” or “Local Area Connection” and click Properties.
- Locate the Internet TCP/IP protocol and get into its Properties. If more than one TCP/IP protocol is listed, look for the one associated with your wireless adapter.
- Select "Obtain an IP address automatically" and “Obtain DNS server address automatically."
- For XP, right click on “Wireless Network Connection” and select “View Available Wireless Networks.” Select the name of the wireless network available at the library and click “Connect.” Please ask library staff for network name.
Windows NT
Network Settings:
- From Control Panel, select Network.
- Locate the TCP/IP protocol and get into its Properties. If more than one TCP/IP protocol is listed, look for the one associated with your wireless adapter.
- Select "Obtain an IP address from a DHCP server" and click OK.
Windows Vista
Network Settings:
- From Control Panel, click on “Network and Internet”.
- Under the “Network and Sharing Center” click on “Connect to a Network”.
- In the window that opens up click on LRWL Guests then click on the connect button.
- Close the “Connect to a network” window.
- Close the “Network and Internet” window.
Windows 7
Network Settings:
- From Control Panel, under “Network and Internet”, select “View network status and tasks.”
- Left click on “Connect to a network”.
- In the window that opens up click on LRWL Guests then click on the connect button.
- Close the “Network and Sharing Center” window.
Internet Explorer Tips:
Please note that depending on your version of software, there may be variations in the procedures.
- From Control Panel, select Internet Options > Connections tab.
- If you also have a dial-up connection, it should not be set to "Always dial my default connection."
- LAN Settings should be "Automatically detect settings" and leave the Proxy server settings blank.
Macintosh
Network Settings (OS 8 & 9):
- Select: Apple Menu > Control Panel > TCP/IP.
- Connect via "AirPort" or other wireless (WiFi) ethernet.
- Configure "Using DHCP Server."
- Leave Name Server and Additional Search domains blank.
Network Settings (OS X):
- Select: Apple Menu > System Preferences > Network button.
- Select TCP/IP tab and Configure "Using DHCP."
- Above the TCP/IP tab, you may need to Configure via "AirPort" or other wireless (WiFi) Ethernet.
- Leave Domain Name Servers and Search Domains blank.
