GIS Services (GIS stands for "Geographic Information Systems." )

GIS Services is responsible for the design, development, implementation and management of an enterprise GIS. GIS technologies provide tools that can improve the services of many town departments.

GIS efforts in Newington benefit town departments, private entities, other government organizations and the citizens. These benefits are realized at several levels such as enhanced public service, improving access to public information, providing spatial awareness to currently used databases, and improving the safety and well being of the citizens of Newington.

Departments that rely on GIS Services:

Assessor's Office

To use GIS to give a visual view to the statistical information that can be generated by existing information in the Assessor's database. GIS will also be used to aide in the current revaluation and be used as a tool for annual maintenance throughout the 4 year revaluation cycle. To use GIS, CAMA and Permit Tracking, to increase both accuracy and data
efficiency by streamlining routine tasks. GIS will also be used to promote data sharing between Town Departments.

Building Department

Quick access to tax status information through GIS to help speed the permit application process. The ability to track building sign locations and permits The ability to view and query a 10 year history of building permits, sign  permits, zoning permits, electrical permits, HVAC permits, roofing and     residing permits, plumbing permits, swimming pool permits, sprinkler / fire suppression permits, fuel storage tank permits and zoning board of appeals applications and resolutions. Access to Town GIS data for viewing, querying and mapping. Datasets of  interest include but are not limited to property boundaries, building  footprints, zoning, pools, and underground storage tanks.

Town Clerk's Office

All land records (plans, deeds) accessible through a computer based document management system.
The ability to view, locate and query various GIS data sets in order to access land record information as well as the information stored in other  databases such as the dog licenses, trade names, and council and public hearing minutes.


Engineering Department

Permits for wetland activities and excavation tracked through permitting.
Automate current wetlands map as well as acquire wetland soils from the Soil Conservation Service in an electronic format.
The ability to digitally map all wetland permits issued in Town.
Automate the storm water system.
The integration of permitting with GIS
Creation of a GIS pavement layer linked to the Road Manager.
The ability to maintain Town facility information through using GIS.
The inclusion of the Towns 292 site plans into GIS
The creation of automated mapping routines with in the GIS for the production of maps most requested by the public.

Central Connecticut Health District

The customization of the permitting application to meet the permit tracking, complaint tracking and scheduling needs of the Health Department.
The ability to track and map hazardous material locations.
The use of GIS to view the locations of various sites such as sewer laterals, restaurants, schools, hospitals, day care centers, and residential and commercial properties.
The ability to use GIS to analyze community Health trends.

Town Planning, Zoning and Development

To use GIS to quickly analyze and provide information to a variety of Town  Departments and the public.
The integration of permit tracking, GIS and CAMA in order to streamline routine tasks and promote data sharing between Town Departments.
The ability to view, locate, and query various GIS datasets for the analysis of property abutters, open space, zoning impacts, vacant lands,   site selection and sales trends to name a few.
The customization of Permitting to meet the Town's permitting needs.
The ability to view available aerial photography in a seamless format.
The ability to access the Assessor's CAMA information through GIS
The creation of land layers and corresponding attribute tables to be used as a baseline information for running GIS queries.

Police Department

To use GIS to map crime locations and perform a variety of different types  of crime analysis.
GIS data maintenance is of great concern to the Police Department. They  would like the Towns designated GIS Coordinator to have the ability to update datasets for the CAD system as the Towns base information is being  updated. If the GIS data sets are not regularly maintained they are of  little use to the Police Department.


A municipality performs services, regulates changes, enacts and enforces laws,and constantly seeks improvements in the physical, social, and economic viability of the community. It also collects taxes and fees to raise the revenue needed to operate. Newington collects and obtains information about the people, buildings, facilities, land, and business activities within its geographic coverage. This information is used in many different ways to provide services, manage public resources, and establish plans and policies that are intended to
improve conditions in our town.
